"Smart supervision" makes migrant workers no longer worry about "salary"
Rebar lashing, erecting, supporting beams... At a project site on the west side of Binhai Avenue, Xiuying District, Haikou City, Hainan Province, more than 700 migrant workers are doing their best, and each process is carried out in an orderly manner.
"Now there is a wage payment monitoring platform, wage management is very standardized, and wages are directly sent to the card on a monthly basis. I have a bottom, and I can work more at ease." Tower crane driver Zhao Wanbin said.
On the WeChat mini-program of Hainan's wage payment supervision platform, workers' personal attendance and wage payment records are clear at a glance. "Very caring, migrant workers can also use it to reflect clues about unpaid wages, and online complaints can be resolved." Zhao Wanbin said.
In order to make migrant workers no longer worry about "salary", Hainan has developed a wage payment supervision platform and set up a monitoring and early warning function for migrant workers' wage payment. It is based on real-name information management, guaranteed by the bank's payment of wages, and supported by multi-functional early warning management. , The goal is to pay monthly wages in full, incorporate the basic information of employers and migrant workers, attendance, wage payment, etc. into the real-time dynamic supervision of the platform, innovate and establish a digital supervision model, standardize the wage payment behavior of migrant workers, and further strengthen the governance of the source of wage arrears .
Relevant statistics show that since the platform went online in July this year, more than 253,000 migrant workers' attendance information has been entered, and 1,388 projects included in the platform's supervision have opened special accounts for migrant workers' wages, and 230 million yuan of wages have been distributed through banks.
According to Zhang Fang, head of labor management for the Haikou International Duty Free City Construction Project of the China Construction First Bureau, in the past, workers’ wages were entrusted to labor companies for settlement. If the labor company has problems, it is prone to fail to pay employees’ labor remuneration in a timely manner. Nowadays, they use the platform to open a special account for migrant workers' wages, and directly transfer wages through the special account for migrant workers' wages, ensuring that migrant workers' wages are paid in time, effectively eliminating the problem of wage arrears by labor companies, making it easier for companies to manage workers and allowing migrant workers to manage wages. Be transparent and open.
At the same time, the platform also realizes data sharing. Human Resources and Social Security, comprehensive administrative law enforcement and various industry authorities can rely on the platform to timely grasp the early warning status of all projects under construction in the province, check the construction units of a specific project, workers’ check-in, wages, etc., and provide information on housing and urban and rural construction in the province. , Transportation, water affairs and other industries under construction projects are coordinated to supervise, to achieve the goal of informatization supervision of migrant workers' wages of "a database for data, a network for supervision, and a line for management".
The relevant person in charge of the wage payment supervision platform stated that in order to effectively solve the problem of “paid, accurate, and handy” for the wages of migrant workers in Hainan, the platform has also established a credit database for enterprises, individuals, and projects, and opened a “payment in arrears”. "Blacklist" and the social publication function of major violations. For enterprises that default on wages of migrant workers, joint punishments for untrustworthiness will be implemented in accordance with laws and regulations, and a "post-incident warning and punishment network" will be constructed through the classification and supervision of creditworthiness to effectively protect the rights and interests of migrant workers' labor remuneration.
